Bureau of Construction Issues Directions to Districts for “Transitional” Time Extension Requests
By letter dated July 27, 2009, PennDOT’s Bureau of Construction issued guidelines to the Districts for preparation, review and approval of Time Extension and Reduction Requests during the transition period prior to Monday, September 28, 2009, the date on which automatic assessment of damages by ECMS will begin. - All outstanding requirements for Time Extensions should be prepared before the end of the transition period
- Even if a given request is not approved by the time automatic assessment of liquidated damages by ECMS is implemented, credit for any pending extension days will be given when determining whether liquidated damages must be assessed.
- ECMS will provide Districts and Contractors with advance notification of an impending assessment of liquidated damages equivalent to one estimate period.
