EFFECTIVE MARCH 8, 2010-
PennDOT Expedite Bid file to Allow Entry of Unit Prices with Only Two Decimal Places

Effective Monday, March 8, 2010 at noon, all projects that are newly advertised in ECMS will have an Expedite bid file that will allow entry of unit prices with only two decimal places. Any project that was previously advertised will continue to allow four decimal places for the unit price.


IMPORTANT INFORMATION REGARDING THE CHANGE:

  • If an addendum is issued for a project that was advertised prior to noon on 3/8/2010, the addendum on the project will modify the Expedite (EBS) electronic file by forcing the unit bid price to display only 2 decimal places.

  • If the Expedite bid file is already populated with a unit bid price of more than 2 decimals, it will truncate the unit bid price and display only a rounded 2 decimal place unit price. However, the extended item total price will not recalculate based on the displayed 2 digit unit price. The unit price will remain the 4 digit unit price and the calculation of the extended item total price will be based upon the 4 digit unit price.

  • To recalculate based on the 2 digit unit price, the cursor must be placed on the unit price and a tab, enter, arrow down key is pressed, the unit price will round to a 2 decimal unit price and the extended price will be recalculated and the total amount of the bid will be recalculated.

  • To retain the 4 digit unit price, do not alter the unit price cell. The 4 digit unit price will be displayed on the ECMS bid tabs and will be the ECMS contract unit price. A printout of the EBS file will display the 4 digit unit price of the bid.

  • Verify your bid price before submitting your bid.

TEST BIDS
The two test projects have been advertised prior to 3/8/2010. Both projects will be moved by addendum to Friday 3/12/2010 to provide an opportunity for bidders to see how the Expedite bid file reacts to addendum changes from a 4 decimal unit price to a 2 decimal unit price. After opening the practice bid projects, all bids will be rejected.
