PennDOT Requests Comments on New Edition of Bulletin 2, Project Office Manual
APC has received a request from PennDOT to review and comment on Clearance Transmittal CT-10-015 which is a new edition of the Department's Publication 2, Project Office Manual (POM) .
APC members are reminded that the POM is issued by PennDOT to advise and direct Department field personnel of policies and procedures to be used in the course of the administration of construction contracts. While not binding on Contractors, it is important that the industry understand how and why different project administrative activities are handled by Department field personnel. Now is the appropriate time for the the Industry to express itself on any provisions of the POM that may cause unnecessary difficulty. APC will, with the help of several members, be reviewing the entire revised POM. Therefore, we request, that members not provide comments directly to PennDOT. Instead, please provide comments to either Leonard Bellanca or Geoff Clarke no later than August 26 so a coordinated APC response can be prepared.
