PennDOT Proposes Special Provision on Lane Rentals

The department is proposing to implement a Standard Special Provision as part of a “best practices initiative” in regard to using lane rentals as part of the innovative bidding procedure. PennDOT is seeking to implement this change in response to a national survey conducted by AASHTO where it was asked how other states use innovative bidding lane rentals. PennDOT intends to create more use of lane rentals by combining it with another innovative bidding technique, (A + Bx).
