Time Extensions/Reductions Training

Upon issuance of the Federal Highway Administration’s Independent Oversight Program (IOP) Review of Construction Contract Time Extensions in 2008, PennDOT started working to address the numerous inconsistencies and issues of non-compliance cited therein. FHWA has established a target goal for the Department to fully implement all of the recommendations cited in the Review report by the end of September 2009. Efforts by the PennDOT Bureau of Construction and Materials to comply with the FHWA directive have resulted in planned revisions to the Specifications (Publication 408), as well as coordinating enhancements to the Engineering and Construction Management System (ECMS), that will have a significant impact on the processing of Time Extensions / Time Reductions in the future. Through negotiations with APC, as part of the clearance process for the specification revisions, PennDOT has agreed to conduct three regional training sessions for the benefit of both Contractor and Department personnel. Sessions will cover all of the new policy and procedural requirements that will govern the Time Extension / Time Reduction process, and provide a general overview of the enhanced ECMS functionality and workflow. Each session is expected to last from 2 ½ to 3 hours (this includes a 15-minute, mid-session break and ample time for questions).
