Presidential Primary

Senators Barak Obama and Hillary Clinton have the best track records regarding infrastructure investment. Both have included increased attention to highway and bridge construction in the campaign documents. Both have voted with the industry position on all funding issues for the past several years.

Senator McCain, on the other hand, has opposed all legislation to increase highway funding and, most recently, has called for a “gas tax holiday”.

State Legislative Races
In the Senate, 25 seats are up for election. There are 6 open seats and 0 incumbents with primary opponents. TCI has supported just two candidates in open seats.
  • 13th Senate District – Lancaster – Paul Thibault (R)
    Former Lancaster County Commissioner
  • 33rd Senate District – Franklin County – Richard Alloway (R)
    former aide to Senator Terry Punt.

In the State House, there are 19 open seats, 12 currently held by Republicans and 7 held by Democrats. It is widely believed that the House Democrats will hang onto their majority in the Fall and, perhaps, increase their current 102-101 lead. TCI has supported just one candidate in the House open seat primaries.

  • 88th House District – Cumberland County – Sheryl Delozier (R) former PUC employee; former Ridge Administration official.

Of incumbents facing a primary challenge, TCI has supported the following:

  • 54th House District – Westmoreland County - John Pallone (D) incumbent
  • 66th House District – Indiana County - Sam Smith (R) incumbent
  • 103rd House District – Dauphin County - Ron Buxton (D) incumbent
  • 118th House District – Luzerne County - Mike Carroll (D) incumbent
  • 124th House District – Schuylkill County - Dave Argall (R) incumbent
  • 179th House District – Philadelphia County - Tony Payton (D) incumbent
