PennDOT Proposes Changes to Publication 111M
The Department has issued draft changes to the TC-8700 Series Traffic Control Standards (Publication 111M). PennDOT is seeking to change the allowable dimensions for a Type III barricade as well as establish a new standard for Temporary Portable Sign Post “H” and “X” Base. The APC Safety Committee is currently reviewing the draft as well. Go here to view the proposed changes. Please provide any comments to Jason Wagner at jwagner@paconstructors.org by Wednesday, May 21. |

Update on Steel Escalation
Upon further review… PennDOT has informed APC that rather than moving forward with a draft Clearance Transmittal to implement a steel price index, (as reported in last week's Update) the Department will engage in internal discussions on the issue before proceeding in any fashion. |

PennDOT Issues SOL on Improved Performance of Superpave Pavements
Deputy Secretary for Highway Administration Rick Hogg recently issued a Strike-Off letter to PennDOT District Executives outlining a series of changes targeted to improve bituminous pavements designed using the Superpave system. On April 17, APC provided the Bulletin 27 changes as a part of this improvement strategy. This letter (go here to view) outlines the results of the department’s forensic analysis of the premature distresses found in some pavements and the future policy changes to be implemented. The changes have been a result of a collaborative effort by the PennDOT districts, the Bureau of Maintenance and Operations, FHWA, and the PA Asphalt Pavement Association (PAPA). Questions regarding these changes are to be directed to Dave Azzato, P.E., Acting Director, Bureau of Construction and Materials, at (717)787-6989. |
