Force Account Training

APC and PennDOT held regional training sessions from May 15-30, 2007, to educate the membership and Department personnel on changes to the Force Account specs. Ed Fuhrer and Pat Gardiner from the Bureau of Construction & Materials covered such topics as:

  • Force Account policy and procedural requirements
  • Force Account Estimate method of negotiated price cost justification
  • Authorizations for Contract Work
  • Use of the accepted, alternate methods of cost justification in order to reduce the use of force account
  • Interrelationship between the Authorization for Contract Work, the Work Order, and the Time Extension Request
