As previously discussed, the format of the Risk Allocation Committee has been redeveloped so that a small group from APC would participate in statewide ADE meetings which are held in person twice a year and two conference calls per year. APC held its Risk Allocation Committee meeting on April 20 to go over the prepared agenda for the ADE meeting.

The first of the face-to-face meetings was held on April 24 at the District 9 office. One of the agenda items discussed was Pavement Patching & Sequence of Resurfacing. Chris Cepko from PennDOT Construction Quality Assurance has taken the lead, meeting with a small group to discuss in detail the issues and possible resolutions. Another item raised by Industry was the concern of Expedite Bidding Software and PennDOT’s plan to rewrite the process for bid closeout of large projects.

PennDOT also came to the meeting with a few discussion items for the Industry, focusing on bidding and price adjustments. The Department would like to start adding more Lump Sum items into project bids and asked for Industry input. Also, the Department discussed Price Adjustments for 75% – 125% Under/Over Plan Quantity.

This first meeting was held to get things in place for future meetings where we can develop small task groups made up of ADE’s and Industry to work through the issues presented. We will be working with PennDOT to set up future meeting dates.
