As part of the Commonwealth’s FY 2026-27 budget deal, PennDOT will release an additional $775 million from the Motor License Fund over the next two fiscal years to accelerate highway and bridge improvements. In a meeting today with APC’s executive committee, it was noted that additional lettings of $250 million in 2026, $250 million in early 2027 and $275 million after July 1, 2027 are envisioned.
These projects are to be in addition to PennDOT’s existing $3 billion letting schedule and are expected to be smaller paving, bridge and highway improvement projects throughout the Commonwealth. Secretary Carroll is working with each District Executive to identify projects in each county that would qualify in the definition of small paving and bridge projects. The projects will be bid via ECMS and not performed by Department forces.
This outcome follows sustained advocacy by APC and the TCI-PAC over the past two years. APC worked closely with Senate Republican leadership, other members of the General Assembly and PennDOT to demonstrate that additional Motor License Fund resources could be responsibly directed toward needed projects. APC particularly appreciates the leadership of Senate Majority Leader Joe Pittman and the Senate Republican Caucus for keeping additional highway and bridge investment at the center of the budget negotiations.
APC also recognizes Secretary Mike Carroll and PennDOT officials for reviewing the Motor License Fund’s available balance, existing project commitments, and future cash-flow needs.
APC will work with PennDOT to monitor how the additional projects are incorporated into upcoming letting schedules. APC will also continue advocating for efficient project-delivery methods that can help move these projects into construction as quickly as possible.
