Earlier, APC presented the Department with contractor concerns regarding confidential financial information being visible to its employees with ECMS User IDs/Passwords. PennDOT is taking the following steps:

  1. Prior to February, 2023, a prime contractor’s confidential financial information was restricted to the ECMS Security Profiles of “Contractor Principal” and “Contractor Other Officers”. PennDOT has scheduled changes to the ECMS code that will restore this confidential financial information restriction to the ECMS Security Profiles of “Contractor Principal” and “Contractor Other Officers”. This change is scheduled for implementation on 07/27/23.
  2. All prime contractors that were showing a prequalification certificate expiration date of 06/30/23 or 07/31/23 have had their prequalification certificate expiration dates extended to 08/31/23.
  3. All paper prime contractor renewal applications that are received on or after 06/06/23 will be held and tabled until the ECMS code changes have been completed. Then, PennDOT will continue processing these prime contractor renewal applications accordingly.
