We wanted to share the following clarification from PennDOT regarding project payments:
For new projects without prior year funding that start after July 1, payments can be processed but will not be paid through Treasury until the state budget is passed.
For projects already underway prior to July 1, and any work performed after July 1 may be paid using prior year funds.
