TQI Partnering, Diversity, and Community Connections awards were established to recognize outstanding projects throughout the Commonwealth. Any project team that has successfully completed a project in a partnering atmosphere may apply for the Partnering Award.
The Diversity & Inclusion awards honor private and public sector organizations that are champions in advancing diversity and fostering a culture of inclusion within their workforce, business processes and in the communities they serve.
Citizens relate to safety, convenience and quality of life improvements in their community. The Community Connection and Enhancement Awards seek to recognize projects that had a positive impact on quality of life in communities.
APC is proud of our partnership with PennDOT and the Pennsylvania Turnpike Commission in recognizing outstanding efforts in Partnering, Diversity and Community Connection.
GENERAL ELIGIBILITY REQUIREMENTS
- The project/program must be transportation related.
- One application submittal per awards
- One application per project/program.
PROJECT/PROGRAM TIME LINE
- Construction projects underway by June 1, 2020 preferably substantially complete or accepted for maintenance between October 1, 2020 and May 31, 2021
- Non-construction projects/programs established by June 1, 2020
- Purpose, intent, goals and/or objectives were substantially met
- Projects submitted for award in prior years are not eligible

The Pennsylvania Partnering Awards recognize partnership teams that demonstrate a high-level of achievement through their practice of the Partnering principles and processes related to the transportation industry.
Collaborative teamwork that achieves measurable results through agreements and productive working relationships is more important today than ever. Resources and time are essential. Successful partnerships conserve resources and generate creative solutions.
Community Connection & Enhancement
Research has shown that citizens relate best to transportation projects that enhance to safety, convenience and quality of life improvements in their community.
The Community Connection and Enhancement Awards seek to recognize projects that had a positive impact on quality of life in communities.
Diversity & Inclusion
APC’s Values Statement recognizes the value of diversity in our industry and APC’s Mission Statement includes facilitating the development of a diverse workforce and future industry leaders.
The APC Diversity Excellence awards honor private and public sector organizations that are champions in advancing diversity and fostering a culture of inclusion within their workforce, business processes and in the communities they serve.
The TQI Award process is led by a committee of volunteers who role model excellence in the transportation industry. They oversee the award process, which includes establishing a high standard of Partnering performance and the categories of projects eligible to receive this distinguished award.
Submittal requirements are clearly outlined every year. Committee members have in-depth expertise in the transportation industry and recognized leadership in building partnerships. Judging criteria is established to support high levels of excellence over the life of the award.
The Judges’ Panel, made up of the Partnering Subcommittee, determines the award recipients. Members of the panel represent:
- Government agencies
The award recipients will be recognized this year at the 2021 APC/PA Turnpike/ PennDOT Fall Seminar.
Judging steps include:
- Review submittals for eligibility and guideline adherence
- Criteria compliance
- Select finalists for the award
- Verification/clarification of recipient information and results
- Final recommendation for award recipients
- Final decision made by August 31, 2021
