Transportation Equity is defined as promoting actions and projects that result in a system where race, disability, geographic location, or other characteristics do not determine or predict a person’s access to transportation options and services. Projects eligible for this award would advance a transportation system providing safe, environmentally sustainable, accessible, and affordable transportation options supported in all communities, particularly in historically underserved and vulnerable communities.

Non-construction eligibility includes public and agency partnerships among and between DOTs, other local, state and federal agencies, counties, and possibly non-governmental stakeholders, such as utilities and private organizations.
